Former Atlantic County deputy superintendent of elections sentenced for theft by deception

MAYS LANDING - On Friday, Jan. 12, Michael A. Gibbons, 38, of Glendora, was sentenced to four years probation conditioned on serving 364 days in the Atlantic County Jail, which may be served by day reporting.

Gibbons pleaded guilty April 6, 2023 to one count of third-degree theft by deception and one count of fourth-degree theft by deception. Gibbons was serving as the Atlantic County Deputy Superintendent of Elections at the time of the offenses.

During his guilty plea, Gibbon's admitted that on April 7, 2017, he added unauthorized overtime hours to a subordinate employee's payroll record. When the employee was paid, Gibbons subsequently directed that employee to deposit the unauthorized amount into a bank account provided by Gibbons. Gibbons also admitted that on May 12, 2017, he approved the payroll time cards for two employees for regular work hours when in fact Gibbons had directed them to clean his mother's house during that timeframe. The combined total of the two thefts amounted to $911.

As part of his sentence, Gibbons was ordered to pay restitution in the amount of $911 to the county. The state also sought, and the court granted, an order that Gibbons permanently forfeit all current and future public employment.

The investigation was conducted by the Atlantic County Prosecutor's Office's Professional Standards and Accountability Unit.
