Margate hires part-time business administrator

MARGATE – After nearly a year being without someone to manage day-to-day operations, the Margate Board of Commissioners Thursday appointed a new city administrator.

Former Galloway Township Police Chief Pat Moran of Galloway Township was appointed to serve as municipal administrator on a part-time basis. He will provide human resources support, supervise employees and provide the leadership to get things done.

“I’ll be the face for people to come in and talk to and I will help get things done for the residents,” Moran said.

Mayor Michael Collins said the city offered the position on a full- or part-time basis.

“We wanted to find the right person,” Collins said. “Pat preferred to work part-time.”

The application process was rigorous and included testing on management style by an outside agency. After the city posted the opening, it received 20 applications, which were reviewed and narrowed down to eight candidates. The commissioners then met and narrowed the field to four candidates who were interviewed. Department heads were part of the interviewing process, Collins said.

Collins said all of the candidates had excellent qualifications with different aspects of city management, but Moran was the best fit.

“Pat has a good background being chief of the Galloway Township Police Department,” Collins said.

He also served as an assistant director of Public Works in Atlantic City for a short time, but over the last four years has been working on security at Greater Egg Harbor Regional High School District. Moran also served as business administrator in Dennis Township for two years.

Moran has a pool maintenance business with his son, but their roles will switch, he said.

“I was the full-time operator and my son worked part-time, but now we will switch roles and he will be the full-time operator,” Moran said.

“What struck me most about Pat,” Collins said, “was the responses I received when I made some phone calls to assess his background. Everyone gave him positive reviews. I believe he will be a great asset to Margate.”

Moran’s one-year contract calls for an annual salary of $85,000 with no benefits. He will work no less than 24 hours a week. He will receive the same holidays offered to other managerial positions, have nine sick days and nine vacation days that will not carry over in the next year.

Moran will start working at the Municipal Building on Monday, Oct. 21.
