LONGPORT – Lt. Ray Burgan of the Longport Police Department Sept. 4 graduated from the FBI National Academy Session 295 in Quantico, Virginia.
The FBI National Academy established in 1935 selects fewer than 1% of law enforcement leaders worldwide to attend the academy following a rigorous nomination and vetting process.
Over an intensive 10-week program, Burgan completed advanced coursework in leadership, executive decision making, crisis management, national security intelligence, drug crime response, organizational management and officer wellness and fitness.
He also earned graduate-level academic credits and a Graduate Certificate from the University of Virginia.
In addition to his academic accomplishments, Burgan successfully completed the FBI’s conic “Yellow Brick Road” 6.1-mile obstacle course, earning the coveted Yellow Brick.
FBI Director Kash Patel addressed the class of 254 graduates, representing 49 states, the District of Columbia, 20 international countries, six military organizations, and four federal civilian agencies.
According to a release, Session 295 created lasting bonds among law enforcement executives from across the nation and around the world, providing a unique forum to exchange ideas and advance innovative strategies in modern policing.
Burgan started in the Longport Police Department in 2012 and was promoted to sergeant in 2018 and lieutenant in 2024. He is also a former first lieutenant in the Air National Guard and completed the FBI’s LEEDA Trilogy program in 2024.

Burgan on this remarkable achievement,” Police Chief Frank Culmone stated in the release. “His dedication to professional growth strengthens not only his leadership but also our department’s continued commitment to excellence in serving the Longport community.”
